Maintenance release, Added new menu items, Cascade, Tile horizontally and Tile Vertically.

By user request, Cascade, Tile horizontally and Tile Vertically menu options were added for convenience. These new menu items behave in the same fashion as if chosen from the Bricscad -> Window menu. A few changes were made 'under the hood' to improve stability.
